Banning Third Party Sales of Puppies

The debate over the best way to tackle the worst aspects of dog breeding in the UK has been a lively one for many years and, when a consultation was set up by the government in 2016/17 the hope was that the sale of puppies through pet shops and other third party sellers would be banned. Sadly, a number of high profile animal charity representatives opposed this and it therefore failed to be included in the proposed changes to the Animal Welfare Act. Since that time, many people who remain convinced that a ban is a vital first step to addressing the abuse and trauma experienced by puppies bred to be sold in shops and by dealers have been campaigning for the government to act as soon as possible to enforce such a ban, whatever other actions may be needed.

The arguments that banning the sale of puppies in pet shops would have a negative impact on those shops' viability as a profitable business and / or that the fact that there are not enough ethical breeders to meet the demand for puppies so pet shops and dealers are a necessary evil cannot in all seriousness be acceptable when we are talking about the misery endured by animals sold through such outlets; the appalling conditions in which they have been bred; the lack of vetting of buyers and no expert advice or lifetime support regarding the puppies and kittens sold in this way. 100% of puppies and kittens sold through pet shops and dealers come from disreputable sources - puppy farms in the UK or abroad and backyard breeders who have no care or responsibility as regards the living creatures they sell.
