Lucy's Law - new legislation re puppy buying

Yesterday the law named "Lucy's Law" banning third party commercial sales of puppies came into effect in England. This is hoped to be the first step towards putting disreputable breeders (and 'dodgy' rescue establishments) out of business. Puppies must only be sold from the place where they were born and be seen with their mother and siblings if purchased from a breeder, and there is additional advice regarding avoiding "rescues" that are actually only outlets for puppy farmed dogs and pups.

This law is only going to be effective if everyone looking for a puppy is vigilant and does their research. There are so many guides now online as to what to look out for and what to avoid and, for anyone looking for a puppy or dog from breeder or rescue, do check these out before scanning puppy ads on online selling sites.

We just have to hope that people who were looking for a pup this year are not put off from waiting for a reputable breeder who has postponed their breeding programmes due to the lockdown. Would be awful if lack of availability tempted them to go somewhere they normally wouldn't.

I just saw this article online which sadly reveals how puppy farmers can still ply their trade despite ‘Lucy’s Law’ if they are determined to exploit loopholes in what appears to be badly worded legislation.

This is another reason to be extra vigilant when looking to get a new puppy and don’t rely on council licences or glossy websites or even the expected reassurance of animal welfare legislation to convince you to buy via an online selling site or social media advert. Always search for a breeder and get on a waiting list for a future litter from a reputable source. Getting a puppy through these commercial selling sites is simply lining the pockets of the worst kind of breeder and funding further suffering for the dogs whose pups they sell. The priority should never be the convenience of the breeder being close to home or the puppies available when you want them but the reassurance of knowing the breeder is responsible and caring rather than motivated by financial gain.

Lucy’s Law is a worthy attempt to prevent the worst kind of breeder from operating legitimately but with local authorities unable or unwilling to crack down on commercial puppy farms through their ignorance of good breeding practice and lack of resources, it is up to the puppy buying public to boycott these places and the sites where they advertise their ‘wares’.
