Bettie has a gorgeous little tail (thank goodness because I hate the idea of docking) and she, like most puppies likes to give it a good bite and chase, however she doesn't really wag it. It has moved every so slightly back and forth once or twice when we've been playing or training or when she sees her brother but it's nothing really to get excited about (for me or her apparently!).
Does she just not know what it is yet? She's ten weeks now. I've never seen a dog not wag it's tail before - she just seems to have no idea what it does!
I find it pretty normal, my dogs only really wag when expecting something or when I get in from work, that's about it! They're just not very waggy, and to be honest with such a vocal breed I don't need the tails to tell me when they're happy lol.
Pepsi is a wagger. He's everyone's friend in the forest wagging at friend and foe (including large growly dogs) He wags at cats and spiders. If you tickle him he beats out a rhythm on the floor with his tail.
I can't remember how old he was when he started to really wag. he always seems to have done it but it is a while since he was a pup.
Interestingly he's not very vocal (apart from at horses in the back lane)
I only have to look at Summer and her tail is on the wag so fast sometimes that I think she may take off like a helicopter but my other dog Zeke rarely wags his but he is much more of a talker than Summer.
I wouldn't worry too much each dog is different

My two are so different, Archie very rarely wags, he just sort of twitches it, but he is very vocal, he has a deep voice and roos a lot. Henry wags his tail all the time and he has a very high pitched voice, he squeaks and squeals but no roos.
I have a wagger, his tail is rarely still, like summer 46 says, it goes so quick I feel he is going to lift off. So have you got a wagger, or a non Wagger? LOL

I have one of each but at the same time neither really does a traditional side to side wag. Mo wiggles her tail and if she is really happy it almost seems to vibrate, it's a very small movement but travels down the full length of her tail. We can also get her to wag her tail on request; "Can I have a wiggle?". It's very cute! Cara though isn't really a wagger, she can go days or weeks between wags and then she'll have a waggy day. She didn't really wag at all for the first six months and now it's more of a sudden jerk to each side about 4 or 5 times and that's it. I think that her tail was docked a little short and she doesn't really have the correct muscle/tendon structure to wag her tail any more. When she has a waggy day she will jerk her tail at the prospect of dinner or a walk or when I get in from work. Those are the only times she will wag her tail. It does seem to be getting more frequent as she gets older, she barely wagged her tail at all in the first two years and now I will get maybe one a week. It's always a special joy to see Cara's tail move. In fact it's such a rare occurrence that I think only the OH and me have seen Cara's tail wag, I don't think anyone else has ever seen it!

Weirdly enough since I wrote this yesterday she has started to wag her tail a fair bit, but only at my other half! I must be a very boring mummy! I hope she's a wagger - I love a wagger
Toby when we first got him(9 weeks), his tail wag was erratic, now he is 6 months he wags like a normal dog. I put it down to not knowing what to do with it and it wasn't that strong, (he had a long tail when young, now he is growing into it) everyone that has met him will tell you of Teeny Tinny Toby.
